Laptop wont run window, blue lines on screen!!?

Sorry to burst your bubble, but the video controller on your motherboard is failing. 99% of the time, any color lines mean the graphics unit is tossing its cookies. If you have the money for repair, you would replace the motherboard, otherwise, it might be time for a new laptop.
