It says my internet isn't connected? Help!?

Okay. So for a while now I have been having internet connection problems. I've had my friend (computer wiz) try and figure it out, but even he can't. It will obviously work sometimes (now) but it won't let me download ANYTHING. I've tried to download skype, ovoo, world of warcraft, and an adobe flash update and all of them say I have a connection problem. I've gone to my network and I AM connected at the moment. I have full bars. Sometimes it will say I have a problem with the server, but that can't be it. I have unplugged the router and restarted it soo many times. What could possibly be wrong? ) :
